Ministry for Information Society and Telecommunications, in cooperation with the Ministry of Finance, Tax Administration and Administration for Inspection affairs of Montenegro, as well as the authors and carriers of the project “Be responsible” provided the citizens with the opportunity to take active part in project “Including citizens in fight against grey economy” via e-government portal. The application can be accessed via e-government portal, with the aim of including the citizens in the process of creating and enhancing digital society, as well as the use of digital tools toward the general social progress.
Project “Including citizens in fight against the grey economy” is developed through synergy between Government of Montenegro, Faculty for Electrical Engineering and UNDP office, supported by the British embassy. The Project started in December 2013, and in the first year of its implementation it achieved significant results, acknowledged and supported by domestic public as well as international community.
The basic idea of the project is including the citizens in fight against the grey economy, strengthening the awareness on harms of this phenomenon and redistribution of the total amount of fees charged for the reports made by citizens towards financing socially beneficial projects, which are also suggested and voted by the citizens.
The application and portal www.budiodgovoran.me are developed within the project, which broadens the spectrum of communication channels between the citizens and institutions in charge of the fight against grey economy, first of all Tax Administration and Administration for Inspection affairs of Montenegro. The procedures for reporting irregularities are also facilitated.
During one year of project implementation, citizens reported over 5000 irregularities registered in business operations in Montenegro, on the basis of which the fees were charged in total amount of over 1.1 million EUR, which made possible financing of 11 project of overall social significance (procurement of medical equipment, child and social care, environment protection, youth and sport) worth around 550.000 EUR.
